Organizational Structure

As the authority responsible for the transmission of natural gas from the shoreline receiving terminals to the various end users scattered throughout the country, Israel Natural Gas Lines is engaged in a range of activities.

Engineering Department

Activities of the Engineering Department:

  • Prepare detailed engineered design of the gas line network and its facilities;
  • Manage statutory coordination for the establishment of gas lines and stations: includes expropriation, acquisition of land-use rights, coordination of infrastructures, and receipt of licenses and permits;
  • PMO – Time scheduling control and integration for projects from initiation to operation.
  • Participate in preparing requests for tenders from professional project management and supervision companies;
  • Purchase equipment required for construction of the network.
  • Organize and design orders for Pressure Reducing and Metering Stations (PRMS) to meet users’ needs;
  • Help select construction contractors;
  • Cooperate in company-wide processes, such as preparing transmission contracts, managing equipment supplies, and assisting in construction and operation procedures.

Construction Department

The Construction Department is responsible for both quality control and laying the network lines.

The quality control division enforces strict guidelines that govern the following activities:

  • Construction management and supervision
  • Third party supervision;
  • Control and authorization;
  • Management of quality control and supervision.

Operations Department

The Operations Department at Israel Natural Gas Lines includes divisions responsible for maintenance, control, measurement and calibration, and inspection and supervision of lines and infrastructure.

Activities of the maintenance division include:

  • Ongoing assessment and preventive maintenance in the company’s facilities according to a predetermined schedule ;
  • Planned product maintenance, according to manufacturer guidelines, annual work plans and customer coordinated maintenance schedules (A ranking—conducted by employees, B ranking—by equipment suppliers);
  • Rapid emergency response (personal protective gear, vehicles, assigned and protected equipment);
  • Support and operation of cold commissioning for new facilities, in coordination with the Construction Department;
  • Hot commissioning and gassing up of all new company facilities, including pipelines, block valve stations and PRMS facilities;
  • Tour of the lines to detect leaks using a gas detector.

Activities of the control division include:

  • Operation of the control system, which receives data about the entire process from local control rooms;
  • Management of the entire transmission system, including receipt and approval of requests to connect to Israel Natural Gas Lines;
  • Operation of a simulation system, which, among other functions, monitors the system and locates gas leaks;
  • Operation of initial procedures in an emergency event.

Administration and Legal Department

Activities of the maintenance division include:

The Legal Division– provides ongoing legal advice and formal legal representation to the company’s departments. Provided legal services focus mainly on:

  • Legal procedures for offering and accepting tenders and employment agreements with contractors, suppliers and consultants;
  • Planning and construction procedures devised in coordination with land owners and infrastructure and development institutions; legal advice regarding land and municipal taxation;
  • Transmission agreements with consumers and suppliers of natural gas.
  • Development of resources and business alliances to fund the company’s activities;
  • Representation at legal proceedings, including appeals to the planning and
  • construction commission.

The Secretariat DivisionAccompanies the work of the Board of Directors and its committees.

Administration and Human Resource DivisionManages the company’s human resources and personnel. Its functions include:

  • Managing the company’s organizational development;
  • Conducting searches for and receiving new employees;
  • Handling administrative and  employee welfare issues ;
  • Coordinating training of all employees.

Finance and Purchasing Department

The activities of the Finance and Purchasing Department include:

  • Managing all accounts and fiscal reports;
  • Managing the budget; handling the control and analysis stage of all company projects;
  • Fund raising, managing the company’s financial investments;
  • Cooperation and financial compliance with governmental regulations;
  • Managing, developing and upgrading company-wide information systems;
  • Overseeing company purchases and business agreements.

The Commerce Department

Commerce Department activities include:

  • Recognizing and defining customers’ needs;
  • Managing customer contracts;
  • Preparing and managing transmission agreements with newly added customers;
  • Negotiating with customers at the pre-PRMS stage;
  • Handling customer installation fees in collaboration with other company departments;
  • Developing unique and creative solutions to meet customers’ needs;
  • Developing and nurturing long-term client relations, ensuring customer satisfaction from the moment of installation, through transmission, account management and in times of need;
  • Issuing monthly invoices;
  • Supporting the Operations Department in activating the transmission agreement;
  • Updating the demand model in the company’s business plan;
  • Maintaining contact with the regulator.

Quality Control and Documentation Department

 

The Security Department

Israel Natural Gas Lines operates a country-wide security system to ensure the optimal safety of all lines and facilities. The system includes:

  • A schedule of inspections conducted by surveillance teams that survey the lines as well as the entire expanse of the network and its facilities;
  • An array of physical defenses – gates, fences and monitoring devices to prevent the entry of unauthorized vehicles;
  • Electronic defenses, which include surveillance and alarm systems;
  • Connection to a national security center that coordinates and supervises monitoring and security systems;
  • Installation and activation of security systems on all company Information and data circuits.

Internal Auditor Department

The internal auditor reviews all of the company’s departments, as provided and authorized by law.
